[OzzModz] Move Ban IP Block To Top 2.0.0

Get to the block quickly​

Compatible XF Versions: 2.1, 2.2

Simple addon that moves the "Add IP ban" block on the "Banned IP addresses " page in the ACP to the top. By default, the block is at the bottom of the page, causing you to scroll to get to the block.
